You're right Alan. It would be so much better to not offer loans at lower rates than any bank will give (coupled with an income tax deduction), and effectively block millions from getting an education. Ok, done.

Raising the rates is transferring the funding burden from the taxpayers to the people getting the loans. So demand will drop off as people who think they'll make an extra $30K per year and yet are unwilling to assume the risk of paying an extra 3% in tax deductible interest forego college.
